Where can I find control systems?

I’m currently planning a retrofit of an old mechanical assembly line, and part of the goal is to modernize it with electric actuators. A couple of engineers on my team mentioned that adding actuators is only half the job — the other half is how you control them. I’ve worked with simple relays and PLCs before, but for this setup I’m thinking about something more modular and flexible, without having to design a full PLC ladder program from scratch.
